Despite many differences, the vast majority of industrialised and developing countries are facing a shortage of affordable and good quality rental housing particularly in urban areas. In the UNECE region alone, over 100 million people spend more than 40 percent of disposable income on housing. At the same time, it needn’t be the case. It is the mission of the IUT to remind policy-makers that access to decent and affordable housing is a fundamental human right according to the UN Universal Declaration of Human Rights and that investing in it has positive economic, social and ecological benefits.

The IUT is a non-governmental, not-for-profit, umbrella organisation that safeguards the right to adequate housing and other measurements to improve the living conditions for tenants world-wide. It represents the interest of 69 regional and national tenants associations in 46 countries. The IUT Board is the highest decision-making body and consists of 10 members. Between Board meetings, the work is directed by an Executive Committee consisting of the President, Vice-president and both IUT staff members. A World Conference, open to all members, is held every three years. The IUT staff consists of two, one located to Stockholm, Sweden, and the other to Brussels, Belgium.

Besides supporting and informing membership organisations about housing policy developments, the IUT engages actively in advocacy towards both the UN and European Institutions. As the current post-holder is about to retire, we are now looking for a New Secretary General to provide thought-leadership and to leverage IUT joint policy initiatives, particularly with a view to influencing key stakeholders within the EU. As the most senior officer, the Secretary General coordinates the work of staff including the member placed in Brussels. The SG is located in Stockholm but is required to be physically present in Brussels on a regular basis to ensure coordination of work between offices. The SG is also expected to travel and attend global events deemed necessary to fulfil the objectives of the role. For the position, we are looking for a candidate that has credibility with decision-makers and influencers (and with national tenants associations and the property lobby) based on experience at senior level with public administration; business; public relations; economic and social policy; or law.

Key duties and responsibilities

  • Monitor and keep-up-to date with trends and initiatives that impact on tenants.
  • Ensuring that policy initiatives and lobbying activities are run professionally and in line with priorities set by the IUT board.
  • Developing and maintaining good relationships with membership organisations and their representatives as well as with key external stakeholders (e.g. politicians, policy-makers, civil servants, researchers, trade bodies, lobbyists).
  • Supporting and engaging National Membership Tenants Organisations in joint initiatives.
  • Ensuring there is a strong, effective and highly respected IUT staff fulfilling organisational duties according to the statutes.
  • Managing the everyday work of the IUT including general administration, organising meetings, maintaining the IUT website, producing written outputs (e.g. the Global Tenant) and communicating with internal and external stakeholders using traditional and social media.
  • Organising and participating in conferences, events and working groups to further the IUT agenda.
  • Act as a global spokes-person for issues relating to housing policy and tenants’ rights.

Background and experience

  • Academic higher degree in politics/government/public administration; business/management; public relations; economic and social policy.
  • Post-qualification experience with at least two in a multi-lateral environment (e.g. within a multi-lateral membership organisation, trade body or organisation).
  • NGO experience and experience working in a membership based organisation
  • Staff and budgetary management experience.
  • Documented thought-leadership in housing or adjacent topic area.
  • Excellent communicator with experience of working effectively across national cultural and business and legal tradition backgrounds as well as speak to the press.
  • Self-starter and team player, able to collaborate and delegate without abdication of responsibility.
  • An unblemished reputation, with the highest standards of integrity and probity.
  • Adheres to the values of the IUT.
  • Legally able to work and to be employed within the EU. Able to travel throughout the EU.
  • Spoken and written fluency in English and in French or German, other languages are seen as an asset including Swedish (given that the post is located to Stockholm).


  • Experience of advocacy work in Brussels.
  • Extensive network of contacts within the European Commission, the OECD, the IMF.
