Cardno Emerging Markets, Belgium s.a. is currently seeking a part-time (50%) freelance Communications Specialist in Brussels (the possibility of home-based work could be considered). We manage long-term development projects funded by the European Union to support both the public and private sectors in transition and developing economies. We specialise in technical assistance and capacity building to foster environments conducive to economic growth and poverty reduction.

  • The Communications Specialist will work as part of the EU Gateway | Business Avenues' Central Management Unit (CMU) to deliver on the communication objectives of the Project.
  • Reporting lines: The Communications Specialist will report to the Communication Expert and the Project Manager.
  • Position Start date and duration: The position is foreseen to start on 17 July 2017, initially for the period of one year (extension is a possibility). 


The role will include the following tasks and responsibilities:

  • Responsible for the implementation of the communication plan, including but not limited to:
  • developing content for the website (both text and visuals)
  • editing newsletters and sending mass mailings
  • writing and editing testimonials and success stories
  • updating social and professional media
  • managing sponsored campaigns
  • creating infographics
  • Support to the Project Manager in building and maintaining relationships with external organisations
  • Responsible for data monitoring, collection and analytics for reporting on communication activities
  • Responsible for the reporting of Programme results and other content to external audiences in line with EU visibility guidelines
  • Responsible for coordinating with, and managing outputs of, suppliers
  • Participating in meetings with the European Commission and other international operators
  • Responsible for providing inputs to interim reports related to communications


Work experience

  • Demonstrated experience in having filled a Communications role on EU-funded projects (experience with international projects an asset).
  • Proven track record in managing Public Relations
  • Demonstrated experience in managing effective and successful online media campaigns
  • Experience in speaking to external and international audiences
  • Desktop publishing and video production would be an asset


  • Advanced user of online advertisement (Google, YouTube, Twitter, LinkedIn, Facebook)
  • Familiarity with the Adobe CC Suite (Photoshop/Lightroom, Premiere/After Effects, Illustrator/InDesign)
  • Advanced user of MS Office 365 (Word, PowerPoint)
  • Advanced user DEM (good knowledge of MailChimp)
  • Skilled user of CMS (good knowledge of Drupal with basic HTML 5/CSS 3)
  • Excellent English, both oral and written
  • Excellent presentation skills
  • Familiarity with digital photography
  • Attention to details and a demonstrated structured approach
  • A proactive, solutions-oriented attitude
  • Experience in working as part of a team as well as autonomously, with proven ability to efficiently handle time pressure
  • Familiarity with theCommunication & Visibility Manual for EU External Actions  


  • University degree in Communication studies, media, journalism, public relations or similar
  • Successfully completed courses related to online advertisement and social media are considered an asset
